In the previous line (3) it self we learnt swami Hayagrivan resembles that of White Mountain
HE resembles that of snow clad Himalaya Mountain.
Here swami HayaGrivar is imagined as seated at the center of the MOON***

Purusha suktham states Moon become His manas=mind (I think the nearly equal term in English to Manas = mind)
** We Indians generally believe moon’s influence on our behavior. Esp. Northerners worship moon a lot more than south Indians. Moon plays a role in our astrology too.
